Project Artifact: Cost Baseline
Document Reference: PMO-04.04.04
This document provides a comprehensive, professional reference to understand the purpose and effective usage of the Cost Baseline in alignment with the Tasleemat framework.
1. What?
A time-phased budget model representing cumulative planned value (PV), funding limits, and control account allocations.
2. Why?
Serves as the authorized benchmark against which actual cost performance and earned value are measured.
3. When?
Formally baselined at the close of planning and maintained under strict change control.
4. Who?
Authored by Project Manager and Cost Controller, approved by Project Sponsor and Steering Committee.
Tailoring Tips
- Represent as periodic release budget allocations for agile deliveries.
- Incorporate strict monthly cash flow draw-down milestones for major capital investments.
Alignment & Dependencies
1. Pre-requisites & Inputs (Upstream Dependencies)
- Mandatory:
- Work Breakdown Structure (PMO-04.02.06)
- Project Schedule (PMO-04.03.08)
- Resource Requirements (PMO-04.06.02)
- Optional / Contextual:
- Risk Register (PMO-04.08.02)
- Procurement Strategy (PMO-04.09.02)
2. Downstream Dependents
- Mandatory:
- Earned Value Analysis Report (PMO-06.05)
- Variance Analysis (PMO-06.04)
- Optional / Contextual:

5. How?
To accurately and professionally complete the Cost Baseline, the responsible party
must populate the following critical sections based on the project context (ensure parameters.md is referenced for global project variables):
- Reporting Period and Planned Expenditures: Periodic time-phased planned expenditures across months or fiscal quarters.
- Cumulative Planned Value (S-Curve PV): The authorized cumulative planned budget curve from project start to completion.
- Budget at Completion (BAC) Total: The total authorized baseline budget excluding management reserves.
- Control Account and Work Package Allocations: Approved baseline budget figures mapped to specific WBS control accounts.
- Contingency Reserve Distribution: Distribution of project contingency reserves assigned across control accounts.
- Periodic Funding Requirements: Total cash outlay required per period, incorporating funding step increments.
- Management Reserve and Total Project Budget: Executive management reserve amount and the total authorized project budget (BAC + Management Reserve).
