Project Artifact: Risk Report
Document Reference: PMO-04.08.06
This document provides a comprehensive, professional reference to understand the purpose and effective usage of the Risk Report in alignment with the Tasleemat framework.
1. What?
A formal governance artifact summarizing overall project risk, top threats/opportunities, and strategic risk trends.
2. Why?
Informs executive sponsors of overall uncertainty levels, justifies reserve utilization, and prompts governance decisions.
3. When?
Prepared on a regular cadence (monthly or milestone gates) throughout project execution.
4. Who?
Authored by Project Risk Manager and Project Manager, presented to Project Sponsor and Steering Committee.
Tailoring Tips
- Focus on sprint risk burndown charts and blocker trends for agile leadership reviews.
- Provide full quantitative probabilistic completion curves for major capital programs.
Alignment & Dependencies
1. Pre-requisites & Inputs (Upstream Dependencies)
- Mandatory:
- Project Charter (PMO-03.01)
- Assumption Log (PMO-03.03)
- Approved Baselines: Scope (PMO-04.02.05), Schedule (PMO-04.03.08), Cost (PMO-04.04.04)
- Optional / Contextual:
- AI Governance Plan (PMO-02.02)
- Procurement Strategy (PMO-04.09.02)
2. Downstream Dependents
- Mandatory:
- Risk Register (PMO-04.08.02)

- Optional / Contextual:
- Risk Mitigation Action Plan (PMO-04.08.07)
- Decision Log (PMO-05.02)
5. How?
To accurately and professionally complete the Risk Report, the responsible party
must populate the following critical sections based on the project context (ensure parameters.md is referenced for global project variables):
- Overall Project Risk Exposure Summary: High-level summary of overall project risk health, trends, and risk exposure level.
- Key Risk Drivers and Strategic Factors: Primary organizational, commercial, or technical drivers influencing project risk.
- Overall Risk Mitigation Strategy: Consolidated strategy for navigating major project uncertainties.
- Top Project Threats and Active Responses: Summary of the most critical individual threats, current status, and active mitigation plans.
- Top Project Opportunities and Capture Plans: Summary of major positive opportunities and execution plans to realize benefits.
- Realized Risks Transferred to Issue Log: Recently materialized risks that have transitioned to the Issue Log for resolution.
- Quantitative Simulation Findings: Key conclusions derived from quantitative Monte Carlo simulations or probabilistic models.
- Probability of Achieving Project Objectives: Estimated percentage likelihood of achieving target delivery dates and budget limits.
- Contingency Reserve Adequacy Assessment: Audit assessment of total contingency reserve balance against remaining project risk exposure.
- Risk Process and Metric Trends: Trend analysis tracking closed risks, newly identified risks, and velocity of response actions.
- Recommended Governance Interventions: Strategic recommendations, escalation requests, and required decisions for executive sponsors.
