Project Artifact: Cost Estimates
Document Reference: PMO-04.04.02
This document provides a comprehensive, professional reference to understand the purpose and effective usage of the Cost Estimates in alignment with the Tasleemat framework.
1. What?
A structured artifact tabulating labor, materials, equipment, and contingency reserve costs across all work packages.
2. Why?
Provides the definitive cost projections necessary to secure funding and establish the project budget baseline.
3. When?
Developed during planning after activity definition and duration estimation, prior to final budget sign-off.
4. Who?
Authored by Project Cost Estimator and Technical Leads, reviewed and consolidated by Project Manager.
Tailoring Tips
- Use team blended rates and story points for agile team capacity cost projections.
- Detail discrete bottom-up unit rate analyses for major construction and procurement contracts.
Alignment & Dependencies
1. Pre-requisites & Inputs (Upstream Dependencies)
- Mandatory:
- Work Breakdown Structure (PMO-04.02.06)
- Project Schedule (PMO-04.03.08)
- Resource Requirements (PMO-04.06.02)
- Optional / Contextual:
- Risk Register (PMO-04.08.02)
- Procurement Strategy (PMO-04.09.02)
2. Downstream Dependents
- Mandatory:
- Cost Baseline (PMO-04.04.04)
- Earned Value Analysis Report (PMO-06.05)
- Variance Analysis (PMO-06.04)
- Optional / Contextual:
- Cost Estimating Worksheet (PMO-04.04.03)
- Procurement Management Plan (PMO-04.09.01)
5. How?
To accurately and professionally complete the Cost Estimates, the responsible party
must populate the following critical sections based on the project context (ensure parameters.md is referenced for global project variables):
- Activity Identifier and Description: Unique activity code and concise work summary for each estimated item.
- Direct Labor Cost Estimate: Estimated direct staffing expenses calculated from effort hours and labor rates.
- Materials and Equipment Cost Estimate: Estimated costs for hardware, raw materials, software licensing, and equipment.
- Total Base Cost Estimate: Consolidated base financial estimate prior to reserve calculations.
- Labor Rate Categories and Rate Cards: Standard billing rate categories, consultant day-rates, and internal unit costs.
- Historical Data and Estimating Assumptions: Benchmark data, vendor quotation references, and key assumptions applied.
- Contingency Reserve Allocation: Calculated risk contingency reserve allocated for identified known-unknown risks.
- Total Activity Cost with Contingency: Final baseline cost figure inclusive of contingency reserves for budgeting.
