Project Artifact: Cost Management Plan
Document Reference: PMO-04.04.01
This document provides a comprehensive, professional reference to understand the purpose and effective usage of the Cost Management Plan in alignment with the Tasleemat framework.
1. What?
A governance artifact defining currency, precision levels, control accounts, EVM rules, and variance escalation thresholds.
2. Why?
Maintains fiscal control, prevents budget overruns, and standardizes financial accountability across the project lifecycle.
3. When?
Developed during planning prior to budget baselining and enforced throughout project execution.
4. Who?
Authored by Project Manager and Cost Controller, approved by Project Sponsor and Finance Lead.
Tailoring Tips
- Track iteration burn rates and team capacity costs for agile delivery models.
- Enforce strict GAAP/IFRS multi-currency control accounts for international engineering contracts.
Alignment & Dependencies
1. Pre-requisites & Inputs (Upstream Dependencies)
- Mandatory:
- Work Breakdown Structure (PMO-04.02.06)
- Project Schedule (PMO-04.03.08)
- Resource Requirements (PMO-04.06.02)
- Optional / Contextual:
- Risk Register (PMO-04.08.02)
- Procurement Strategy (PMO-04.09.02)
2. Downstream Dependents
- Mandatory:
- Cost Baseline (PMO-04.04.04)
- Earned Value Analysis Report (PMO-06.05)

- Optional / Contextual:
- Cost Estimating Worksheet (PMO-04.04.03)
- Procurement Management Plan (PMO-04.09.01)
5. How?
To accurately and professionally complete the Cost Management Plan, the responsible party
must populate the following critical sections based on the project context (ensure parameters.md is referenced for global project variables):
- Cost Estimating and Budgeting Methodology: The overarching framework and techniques applied for estimating and establishing budgets.
- Cost Accounting and Tracking Software: Approved enterprise accounting and financial tracking tools used for cost management.
- Currency and Units of Measure: Primary project operating currency and measurement units (person-days, hourly billing rates).
- Level of Precision and Accuracy Ranges: Rounding rules, decimal precision, and required percentage confidence ranges (+/-).
- Control Account Structure and WBS Linkage: Integration linking WBS work packages to specific financial chart-of-account codes.
- Cost Management Roles and Authorizations: Financial decision authority, invoice approval thresholds, and spending limits.
- EVM Formulas and Measurement Techniques: Standard EVM formulas, physical percent complete determination rules, and BAC rules.
- Cost Performance Indicators: Key financial metrics tracked including CV, CPI, TCPI, and EAC forecasting formulas.
- Cost Variance Thresholds and Escalations: Defined financial deviation boundaries triggering mandatory variance analysis and CCB escalation.
- Cost Reporting Cadence and Formats: Frequency, distribution channels, and presentation formats for executive financial reports.
