This document provides a comprehensive, professional reference to understand the purpose and effective usage of the Change Management Plan in alignment with the Tasleemat framework.
1. What?
A structured governance plan establishing change thresholds, CCB responsibilities, and the end-to-end change evaluation workflow.
2. Why?
Prevents scope creep, ensures objective evaluation of project impacts, and maintains baseline integrity.
3. When?
Established during initial project planning and enforced throughout project execution and controlling.
4. Who?
Created by Project Manager, reviewed by PMO, and approved by the Change Control Board and Project Sponsor.
Tailoring Tips
- Establish lightweight approval paths for agile iterations while retaining CCB oversight for product release baselines.
- Adjust CCB membership based on organizational governance structures.
Alignment & Dependencies
1. Pre-requisites & Inputs (Upstream Dependencies)
- Mandatory:
- Project Charter (PMO-03.01)
- Subsidiary Management Plans (PMO-04.02.01 – PMO-04.09.01)
- Optional / Contextual:
- Tailoring Plan (PMO-02.01)
- Program Charter (PMO-00.02)
2. Downstream Dependents
- Mandatory:
- Project Status Report (PMO-06.01)
- Change Request (PMO-05.03)
- Optional / Contextual:
- Project Roadmap (PMO-04.01.03)
- Sprint Planning Log (PMO-04.03.10)
5. How?
To accurately and professionally complete the Change Management Plan, the responsible party
must populate the following critical sections based on the project context (ensure parameters.md is referenced for global project variables):
- Change Philosophy and Governance: Principles governing how change requests are evaluated, prioritized, and approved.
- Change Thresholds and Triggers: Conditions and variance thresholds that necessitate formal change control submissions.
- Change Tracking and Tools: Software tools and tracking mechanisms used to log and trace change requests.
- Minor Change Definition: Criteria for low-impact changes manageable within existing project tolerances.
- Major Change Definition: Criteria for significant changes affecting baselines, budgets, or critical path.
- Emergency Change Definition: Expedited protocols for urgent operational or security change interventions.
- CCB Composition and Roles: Designated members, roles, and voting authority within the Change Control Board.
- Meeting Cadence and Quorum: Frequency of CCB meetings and quorum requirements for binding change approvals.
- Escalation and Delegation Rules: Rules governing threshold-based escalation to executive sponsors or steering committees.
- Change Submission Workflow: Standard operating procedure for logging and submitting formal change requests.
- Impact Assessment Methodology: Cross-functional analysis evaluating scope, schedule, cost, quality, and risk impact.
- Approval and Baseline Update Protocol: Formal sign-off steps and procedures for updating affected baselines and plans.
- Communication and Implementation: Process for communicating change decisions and tracking implementation progress.
