2. Why?
Provides the definitive operational baseline and single source of truth for managing project delivery and performance.
3. When?
Developed during the planning phase and progressively elaborated and maintained throughout the project lifecycle.
4. Who?
Authored by the Project Manager with input from core team leads, approved by the Project Sponsor and PMO Lead.
Tailoring Tips
- Scale the level of detail based on project size, risk profile, and organizational governance maturity.
- Emphasize adaptive iteration cadences for agile and hybrid projects.
Alignment & Dependencies
1. Pre-requisites & Inputs (Upstream Dependencies)

- Phase Names and Progression: Defined sequence and boundaries of project phases from inception to closeout.
- Key Phase Activities: Major technical and managerial activities executed across each project phase.
- Key Phase Deliverables: Core verified outputs and milestone deliverables generated within each phase.
- Phase Review Mechanism: Governance gates, health checks, and decision points conducted between phases.
- Phase Entry Criteria: Mandatory readiness prerequisites and inputs required before entering each phase.
- Phase Exit Criteria: Specific acceptance standards and approvals needed to formally close each phase.
- Selected Development Approach: Justification for predictive, agile, hybrid, iterative, or incremental delivery.
- Deliverable-Specific Approaches: Tailored development methodologies mapped to distinct deliverable types.
- Scope and Requirements Management Summary: Integration summary of scope definition, baseline control, and requirements tracing.
- Schedule and Cost Management Summary: Integration summary of schedule development, budgeting, and variance thresholds.
- Quality and Resource Management Summary: Integration summary of quality standards, staffing, and team development.
- Communications and Stakeholder Summary: Integration summary of information distribution and stakeholder engagement.
- Risk and Procurement Summary: Integration summary of risk mitigation and vendor procurement management.
- Change and Configuration Summary: Integration summary of change control procedures and configuration management.

- Schedule Variance Threshold: Permissible schedule variance limits before mandatory schedule recovery actions.
- Cost Variance Threshold: Authorized percentage or financial variance limits before budget escalation.
- Scope Baseline Definition: The approved project scope statement, WBS, and associated WBS dictionary.
- Schedule Baseline Definition: The authorized project schedule model with baseline start and finish dates.
- Cost Baseline Definition: The approved time-phased project budget excluding management reserves.
- Performance Measurement Baseline (PMB): Integrated scope-schedule-cost baseline used for earned value management.
